To operate Dryer only, you need to turn the dial to the blue section and choose either 'Synthetic Dry' or 'Cotton Dry'. On the black panel next to the dial is a 'Dryer' button that lets you select some dryer options/settings. Then turn on the machine by pressing 'Start/Pause'.
